Navy Awards Virginia-Based
ESN $70 Million For Network-Cetric Work
ARLINGTON, VA – Engineering Services Network Inc. (ESN),
a trusted leader in engineering and technology solutions,
announced today that it had received a contract award from
the Navy valued at $70 million for engineering, logistics,
and technical support for government managed communications
systems and networks.
ESN, a service-disabled, veteran-owned company based in Arlington,
Va., said it had received notice from the Navy for a $9.5 million
indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee
performance-based contract. The award includes options, which
if exercised, would bring the cumulative value of the contract
to nearly $70 million over seven years. Fifty percent of the
work will be performed in the Portsmouth,Va., area and 50 percent
will be performed in Charleston, S.C. If all options are exercised,
the contract would extend to 2014.
The contract was competitively procured with 35 proposals
solicited and three offers received. The Space and Naval Warfare
Systems Center in Charleston, S.C., is the contracting activity.

Under the contract, ESN will:
o Provide investigation and evaluation of shipboard and shore
systems and equipment to determine platform and site equipment/system
configuration.
o Perform engineering investigative, evaluative and corrective
services for shipboard and shore equipment/systems to identify
and document design and/or installation problems related to
maintainability, reliability, and operability.
o Develop, prepare, review and verify various forms of technical
documentation.
o Provide investigation and evaluation of various data files
to identify equipment performance deficiencies (operational
and logistic).
o Develop/Provide training material/aids, and conduct training,
training audits and evaluations.
o Perform maintenance philosophy evaluations to identify support
requirements at the three levels (Organizational, Intermediate,
and Depot) of maintenance. Determine Intermediate level screening
criteria, establish depot capability requirements, and certify
depot performance. Where applicable, define/evaluate nontraditional
maintenance processes to provide suitable support for Commercial
Off-the Shelf (COTS) equipment/systems.
