ESN names William Valentine
VP of Strategic Plans and Policies
ARLINGTON, VA (August 9, 2010) – Engineering Services
Network Inc. (ESN), a trusted leader in technology and engineering
solutions, announced today the appointment of William “Bill” Valentine
as the Vice President of Strategic Plans and Policies at ESN.
Before joining ESN, Valentine was the executive vice president
and chief operating officer of American Systems Corp., which
is described as one of the largest employee-owned companies
in the United States. Based in Chantilly, Virginia, the company
provides systems engineering, technical, and managed services
to government customers.

Bill brings a wealth of knowledge that will surely carry ESN
to the next level of professional awareness and competency
to make us more competitive in the federal marketplace,” said
ESN President and CEO Raymond F. Lopez, Jr.
ESN performs, IT, engineering, program management services,
and business consulting services for the U.S. military, Veterans
Affairs, and other federal agencies.
In his new role at ESN, Valentine will lead the company’s
strategic planning efforts as ESN navigates its way away from
a service-disabled veteran-owned small business (SDVOSB), to
a large business. Duties will include strategic planning and
ensuring strategic plans, strategies, operational procedures
and performance metrics are allocated and totally aligned across
the enterprise, upgrading internal control systems and procedures
to ensure compliance with the rigorous governance requirements
of a large business, and supporting the company’s continuing
growth through business development activities, personal networking
and the introduction of innovative business models.
Valentine has over 20 years of experience in business operations
and engineering consulting services across a broad range of
federal government markets, including DOD, DOS and DOJ.
Valentine spent 30 years with American Systems (ASC) where
he started as a junior engineer working on the Trident Submarine’s
Command and Control System (CCS) Programs. Valentine was tasked
to relocate to Newport, R.I., to work in the Trident Submarine’s
CCS Land Based Evaluation Facility’s (LBEF) development,
test and certification program. Following the successful CCS
certification, he provided on-site/at-sea shipboard engineering
support for the installation, test and certification of the
CCS in General Dynamic Electric Boat Division’s (GD/EBDIV)
submarine construction yard, working onboard the lead ship,
the USS Ohio, SSBN 726.
Returning to Washington, DC, Valentine took over and expanded
the Crystal City operations and, leveraging his unique work
experiences, turned his attention winning a $100M NAVSEA engineering
services contract. He successfully expanded the existing submarines
and NAVSEA HQ support to include tasking from: the AEGIS, Carrier,
and Amphib’s LPD-17 Program Offices, as well as, providing
in-service engineering activity (ISEA) engineering services
by opening another local office.
Following SPAWAR’s relocation to San Diego, CA, Valentine
successfully opened a local San Diego Office providing C4ISR
support to both HQ and fleet operations. In 1997, Valentine
relocated out to ASC’s Headquarters in Chantilly, VA
to assume the position of Executive Vice President/ Chief Operation
Officer.
While at American Systems, Valentine helped oversee 1,500
employees in 27 offices. He led a corporate collaboration in
the development of a five-year strategic plan whose SWOT analysis
identified capability opportunities in the company’s
enterprise business model. He also spearheaded an initiative
to improve customer relationships across multiple divisions.
As EVP/COO at American Systems, Valentine executed a multiyear
corporate-wide collaboration to improve efficiency through
the development of a unified, web-based strategic management
system designed to eliminate traditional “stovepipe” department
data systems through integration.
In addition, Valentine has experience in engineering, business
development and ISO 9001-2001. He has a bachelor’s degree
in industrial engineering from East Carolina University and
is working on completing an MBA. He holds a PMP and a Balanced
Scorecard certificate.
