of Veterans Affairs Operations.
ESN specializes in providing best-in-industry, end-to-end

“We welcome Frank Lalley to the ESN team. His background
in strategic planning and customer-focused service to our veterans
aligns well with ESN’s mission and our customers’ needs,” said
ESN CEO Raymond F. Lopez, Jr. “He is a senior executive
whose expertise includes information technology policy and
reengineering projects for agencies as diverse as DoD, GSA,
FEMA and the VA.”
Before joining ESN, Lalley was an adviser to the assistant
administrator for disaster operations and the chief information
officer of the Federal Emergency Management Agency (FEMA) within
the Department of Homeland Security.
In that role, he developed new strategies, post-Hurricane
Katrina, for rapid deployment of emergency communications resources
in catastrophic incidents of national significance. He led
multi-agency teams of telecommunications experts and planners
charged to write comprehensive national, regional, state and
local communications plans for hurricanes and all hazard incidents.
While working for FEMA, Lalley served as the telecommunications
adviser to the Principal Federal Official (PFO) for Gulf Coast

Office Communications Unit. He represented FEMA in meetings
with senior officials of federal, state and local government
agencies.
Previously, Lalley was the CEO of Computer Equity Corp., a
$40 million per year provider of telecommunications equipment
and services to the federal government, including the SSA,
USDA, DOJ, DOD and GSA.
From 1998 to 2002, Lalley served as an assistant commissioner
of the General Services Administration. In that role, he was
responsible for the federal government's $1 billion annual
long-distance telecommunications programs providing voice,
data, video, wireless and satellite services to more than 150
government agencies around the world. In addition, he managed
the GSA telecommunications response to the network disruptions
caused by the 9/11 terrorist attacks. While at the GSA, Lalley
led the worldwide Y2K planning program for federal government
networks.
Lalley’s career includes positions with the Department
of Veterans Affairs, Department of Defense, Department of Energy
and the Federal Energy Administration. From 1994-98, he was
the associate deputy assistant secretary for telecommunications
at the Veterans Affairs. From1990-94, he served as associate
deputy assistant secretary for information resources policy
and oversight at Veterans Affairs. And from 1987-90, he was
director of information management and statistics at Veterans
Affairs.
“
I’m excited to join the ESN team and to work on VA programs.
It’s a great opportunity for me to use the skills I honed
during my years in the federal government,” said Lalley. “ESN
