An agency may order services through a task/delivery order on the basic Consolidated Services Schedule or by establishing a Blanket Purchase Agreement (BPA). A BPA provides a convenient and timely method for ordering anticipated repetitive services. GSA Consolidated Services Schedule procurement steps for ordering activities to use include the following:
a.
Preparation of a Statement of Work (SOW). The SOW should include a brief description of the services to be provided, the appropriate SIN, period of performance, places of performance, security needs, travel, etc.
b.
Preparation of the evaluation criteria. The agency may review the price list of three contractors that hold GSA schedules for that SIN or may request technical proposals that include technical understanding, past performance, experience and/or resumes.
c.
Preparation of the Internal Government Estimate (IGE).
d.
Preparation of the justification for selection.
e.
Submission of justification for selection, funding documents, and SOW to the agency contracting office.
f.
Request from the agency contracting office to ESN for a technical proposal and/or price quote.
g.
Issuance of a Firm-Fixed Price (FFP) or Time and Materials (T&M) delivery order to ESN by the agency contracting office.
